I think what @DalieRearden is saying is right. The artist prob just had the fish like that just for the picture op., and there was no harm to the fish. Plus you can't keep fish like that because there is no way to feed or oxygenate the water.
This is sad. How can people like this? Do they not posses an ethical consciousness?
